Context
Government organisations rely on digital platforms to manage information, but over time this can create risk rather than clarity.

Government websites and intranets are constantly evolving, with content updated, restructured, and replaced over time. While this supports day-to-day work, it creates challenges when that information needs to be treated as a long-term record.

In the case of the Practice Centre, this resulted in thousands of historical versions of content spread across multiple systems. As underlying technologies aged and became unsupported, accessing this information became increasingly difficult.

At the same time, the information could not be removed. It needed to remain accessible for compliance, audit, and operational purposes, including responding to Official Information Act requests and ministerial enquiries.

The challenge was to move from a reactive approach to information management, where content becomes a liability, to one where it is preserved, accessible, and trusted over time.

Approach
We worked with Oranga Tamariki and subject matter experts to design a long-term approach to digital preservation.

We began by exploring options for managing historical content, including consolidating legacy systems. However, this did not address the underlying challenges of long-term preservation.

Working alongside legal and information management specialists, we identified the need for a purpose-built archive designed specifically for digital preservation.

We looked to international best practices and adopted the WARC (Web ARChive) format, a recognised standard used by national libraries for preserving web content.

Historical content was extracted from legacy systems and converted into a structured archive, supported by an interface that allows users to navigate and explore past versions in a familiar way.

The result is a decoupled approach to information management, where content is no longer tied to a specific platform and can be accessed independently over time.

The archive provides a reliable and efficient way to access historical information, improving trust, compliance, and operational efficiency.

The solution enabled the decommissioning of legacy systems, reducing ongoing costs and reliance on outdated technologies.

Information can now be retrieved quickly and accurately, significantly reducing the time required to respond to information requests.

The archive provides high-fidelity playback of historical content, increasing confidence in the accuracy and integrity of records over time.

It also supports better sharing and reuse of information, with the ability to link directly to specific records.

Overall, the approach transforms information from a liability into an asset, supporting transparency, compliance, and public trust.
